Removes [@babel/runtime](https://github.com/babel/babel/tree/HEAD/packages/babel-runtime). It's no longer used after updating ancestor dependency [@wordpress/icons](https://github.com/WordPress/gutenberg/tree/HEAD/packages/icons). These dependencies need to be updated together.
