Regenerate the third-party license manifest

Adding this new crate (and aws-smithy-schema) changes the dependency set, but the commit leaves LICENSE-3rdparty.csv untouched. The repo's license check runs dd-rust-license-tool check via vdev/src/commands/check/licenses.rs, and both new package names are absent from the checked-in manifest, so dependency/license CI will fail until the license file is regenerated.
