This contains changes to make the 1.94.1 release branch build with risc0 CI. The changes are mostly ported over from the last release branch.
There were also some changes made that are specific to recent CI runner / configuration changes.
A "+alpha" version of the toolchain was built and CI ran on risc0 main and release-3.0 to validate the toolchain works.
