Refactor filesystem and VCS config Effect usage

What Changed

• Refactored WorkspaceFileSystem.readFile to use the injected Effect FileSystem service instead of node:fs/promises inside Effect.tryPromise.
• Added read-file coverage for truncation, binary-file rejection, and directory rejection, and switched the touched workspace filesystem tests to assert.
• Replaced VcsProjectConfig manual JSON.parse / schema guard with Schema.decodeUnknownOption(Schema.fromJsonString(...)) and added invalid-config tests.

Why

These are two small idiomatic Effect improvements that make the code easier to test with Effect layers and keep JSON decoding on the schema path while preserving existing behavior.

Refactor filesystem and VCS config to use Effect-native APIs

• Rewrites WorkspaceFileSystem.readFile to use the Effect FileSystem API instead of node:fs/promises, adding a 1 MiB truncation limit and NUL-byte binary file rejection.
• Replaces the custom JSON parse/validate logic in VcsProjectConfig.readConfiguredKind with Schema.decodeUnknownOption, returning 'auto' on malformed or schema-invalid config files.
• Behavioral Change: In several readFile error paths (path escapes root, non-file target, binary detection), errors are now returned as successful WorkspaceFileSystemError values rather than failed effects.
