Includes several security fixes; see corresponding releases notes at bottom. Bumps versions across the project. No code changes are required to Penumbra code, other than the bundled default cometbft config, but operators are encouraged to update cometbft on live deployments. This PR backports the cometbft version bump from #5278 to the
release/v2.0.xbranch, in preparation for a newv2.0.6release.Reviewers should verify that:
release/v2.0.x, rather than the typicalmainbranchrelease/v2.0.xat current HEAD contains the most recent 2.0.x release, i.e.v2.0.5.
