Add OTEL support

Adds opentelemetry support to the serverless driver. I need to do further testing, but would appreciate testing/feedback and this seems to pass the latency tests so dropping here

@jawj @IAmJSD is there an existing solve for this? Trying to get Sentry query monitoring working which would normally auto-instrument pg (node-postgres) but does not seemingly do it for the neon serverless driver.
