Bug #5520 : Fix annotation decoration in queries/dashboards not working if the EventId/StreamId columns are not longs.

Feature : Add config prop
stroom.annotation.eventLinkCacheSizeLimit(default 1,000,000) to protect Stroom from caching too many annotation to event links. If this limit is exceeded, the query will error.
