Graduate the [Unreleased] section to 1.22.0 and bump the version. Only bfabric is released; the other packages keep their [Unreleased] entries. Changelog cleanup while graduating: trim rationale that belongs in commit messages, fold the BaseUrl type changes into the one breaking entry, and group the linkable/duplicate and resume entries. The dependent pins stay as they are: bfabric_scripts allows <2 and neither released dependent uses the removed transfer.api_to_rest_url.
