Update csubst to 1.11.10

This PR updates csubst from 1.8.0 to 1.11.10.

Changes:

• bump the recipe version to 1.11.10
• update the source sha256
• align the recipe license metadata with the upstream project license (MIT)

Notes:

• no dependency changes were needed for this update; the upstream runtime requirements remain the same
• the upstream v1.11.10 release is available here: https://github.com/kfuku52/csubst/releases/tag/v1.11.10

Validation:

• csubst --help
• pytest -q on the upstream repository with Cython extensions available (1013 passed)
