Add NoThrowOnCancel marker type for coroutines

This marker type is complementary to the coro::errorOr adaptor added in #12901, and aims to address the same issue of avoiding expensive stack unwinding from exceptions.

While coro::errorOr is used at the coroutine call-site, the NoThrowOnCancel marker type is used in the called coroutine itself. Coroutines that use this marker will be destructed upon cancellation without handling actor_cancelled exceptions. The new BenchNoThrowOnCancel.cpp microbenchmark demonstrates a ~90x performance improvement when NoThrowOnCancel is used.

Ideally, NoThrowOnCancel behavior should probably be the default, but today there are many coroutines that do meaningful cleanup work in catch blocks handling actor_cancelled exceptions.
