Fixes several compilation errors as reported in #2990, #2991 and #2999:

• Backport Fix no-default-features compile errors in #2990 and #2991 #2992 that fixes Compiler Error with features sqlx-postgres and proxy #2990 and Compiler Error with proxy feature #2991
• New fix for Compile Error with proxy, sqlx-postgres and with-time features #2999 (which I couldn't reproduce on the main master branch)
