- Bump skypilot and skypilot-all dependencies to version 0.12.3. - Update ray dependency to version 2.56.0. - Upgrade setuptools to version 70.0. - Add new security-related dependencies and update existing ones in override-dependencies, addressing multiple CVEs. Also, incremented the revision number in the lock file and adjusted Python version requirements for compatibility. Signed-off-by: Ajay Balasa <abalasa@nvidia.com>
