Remove noci tag on auto-docgen commits#572

the docgen commit shouldn't cause weird loops so it's safe to let it be ci'd as well. Having the noci tag also prevents the PR review interface from properly displaying run success/failures which interferes with both the PR review *and* writing process.

The docgen commit shouldn't cause weird loops so it's safe to let it be ci'd as well. Having the noci tag also prevents the PR review interface from properly displaying run success/failures which interferes with both the PR review and writing process.
This does cause a second set of workflows which require maintainer permission to run, but that's less annoying than having the outcomes hidden.
