chore(license): switch to dual-license model with Parity + Commercial terms
- Updated LICENSE to Parity License 7.0.0 for open/open-source use - Added COMMERCIAL-LICENSE.md with usage terms and pricing - Updated README with license badge and footer notice - Marks beginning of closed-source licensing from v1.1.0 onward
