reconsider the `xcat-inventory` apply workflow from application's perspective instead of Admin's

`xcat-inventory apply ` is the key feature for IaC, the previous design is still following the traditional xCAT admin's perspective. While looking into Helm and other products, I realized that we should reconsider this in a new aspect from application's perspective. Let me draft a new one and drive the discussion
