Add command `hugetop`

hugetop: Report hugepage usage of processes and the system as a whole.

Please note: this is a new utility and only available since procps-ng v4.0.5.

Just to let people know, I recently switched from linux to mac, so it's become harder for me to work on coreutils specially now that they're mostly linux only. If anyone wants to pick this up feel free to do so! I'll close my unfinished PR

@eduardorittner I think macOS is still good. I'm currently using it, and around 17 of my prs have been merged. You could also consider using Podman (container).
