v11 encription error between backend and modules config #2580

Describe the bug

Backend is sending plain text to the modules config plugin instead of following the allways encripted contract

Regression Issue

• Select this option if this issue appears to be a regression.

Expected Behavior

backend must always send encripted text to modules config plugin

Current Behavior

some passwords and keys are being send as plaintext

Reproduction Steps

• save a module config that has an encripted field
• check modules config logs
