Little hotfix, 3.11.1 fixes the version number in the HA manifest which slipped past me

Autarchy is zeroed since the update. E3DC web panel shows the correct value. Other values are also available. Only Autarchy in H/A is now barber pole.

Solved / obsolete: After deactivation/activation of E3DC integration autarchy showed up again. Funny though, this was the only entity affected.
