Summary

Provide an annual survey export across years

Why?

Will provide banks with the ability to see changes over time

Details

We'll have to move the export up a level -- it is currently on the year level -- put a button for it in the annual report list
First year will be the year of the bank's first itemizable
Final year will be the latest complete year (i.e. in January 2025, it will be 2024)

Same fields as current annual report export, except prepend the year.

• tests to support the behaviour
• update the user documentation (docs/user_guide/bank/exports.md)
