Without the aria-label:

Screen readers would just say "button" or "menu button" when focusing on the dropdown trigger
Users wouldn't know what the button does or what will appear when clicked
It's like having an unlabeled button that just says "button" - not helpful at all!

With the aria-label:

Screen readers will now say "Block actions button" when focusing on it
Users understand this button will show actions they can perform on the current block
It provides the same context that sighted users get from the visual menu icon
