Quickemu 4.9.6 and Quickgui 1.2.10 are out 🚀

These two releases wrap up a collection of paper cut 🧻🔪 issues, specifically around terminating running VMs and improving the way the Nix flakes ❄️ are packaged and bundled. Plus a whole heap of CI improvements 🐙 and also adds all the documents/policies to complete our community standards ⭐️
