问题现象
openwrt apk安装包无法在image builder中里面自动被安装

运行环境

1. 固件型号
   X86-64 25.12.0

2. 运营商

3. smartdns来源以及版本
   luci-theme-argon-2.4.3-r20250722.apk
   luci-app-smartdns.1.2025.11.09-1443.all-luci-all.apk

luci-app-smartdns 包虽然安装成功但是应该是从服务器上安装的，luci完全无法安装

但是我安装其他的包是可以的，比如说luci-theme-argon-2.4.3-r20250722.apk

期望image builder构建镜像之后自动安装好下载的smartdns apk
