[feature] Allow subnet division rule to assign IP addresses from the main subnet

I wonder if it makes sense to allow to specify 0 in the "Number of subnets" so that the rule does not trigger the creation of a new subnet but just assigns new IP addresses to a device from the main subnet.

Somewhat related to #842.
