Describe the issue

In our environment we are facing issue with adding service account as system admin for all the environments with/without dataverse, it brings to the get role pop up but when I try to get role it simply gives error and asks to get role again after refresh.

Three issues due to this :

  1. In continuation to this we are unable to upgrade Power Platform COE and deploy Copilot Studio Kit. The service account is intended to use in Power Platform Admin center to generate analytics about Data verse environments using Microsoft Power Platform Center of Excellence (CoE) Starter Kit. As a prerequisite the SRV account must be part of all the environments in Power Platform and must have the System Admin role for each environment to generate the analytics. (This sys admin role is not Entra role, but more specific to Dataverse environment)

We are unable to add the SRV as a member to the environment (Either manually or using Flow), although it is straight forward process and it should allow you to Get the Role by a simple click. However, the same operation is possible when we use our account.

  1. The COE starter kit deployment also brings us to the roadblock of assigning system admin role for all environments which fails to happen as explained above.

  2. In continuation to this, the Power BI Dashboard does not shows the correct data/information.

The service account has been assigned with permanent Power platform admin role. We have done upgrades in the past and never faced this issue. Also the current version that we are trying to upgrade the Power Platform COE Center of Excellence - Core components is 4.50.7.

Expected Behavior

In an ideal situation there should be a way to assign system admin role on all environments so that the administrator account can manage and collectively deploy solutions such as COE starter kit upgrade and Copilot studio kit deployment.

Steps To Reproduce

Once the solution for COE core components is imported for Power Platform environment, we use the play button to launch the installation wizard.
On the pre requisite landing page we see the error attached in screenshot.
