consider whether trips that don't stop at the representative stop should be counted within "average trips" calculation

frequency calculations only take into account trips with a stop at the "representative stop". however, trips that don't stop there are taken into account for the "average daily trips" statistic. 

do we want that? how do we ensure such trips are "real" trips? do we want average daily trips to include only "full" trips? how would we determine what the full trips are?
