Linux build SDK tasks

This issue is to track work progress for: https://github.com/erlef/erlang-build-proposal/blob/main/linux-build-sdk.md

The following macro tasks and not ordered are necessary in order to run a PoC about getting a working SDK environment for building Erlang/OTP binaries.

• create meta-erlang-build layer (does that name make sense ?)
• add machines for x86_64 and aarch64
• create a minimal image suitable for producing OCI container with SDK inside it
• make SDK recipe with selected libraries for building Erlang/OTP
• produce SBOM and license report
• add variations as libc and musl

The expected output is a working 'SDK' where Erlang/OTP produced by it will be able to run on any Linux (given the supported architecture).
