2. Labels were created by a third-party tool or integration
3. Someone forgot to update 01-labels.sh after creating a new label

Recommended Action

1. If these labels should be canonical, add them to scripts/github-migration/01-labels.sh
2. If they are ad-hoc/temporary, delete them and re-label affected issues
3. Run bash scripts/github-migration/01-labels.sh to sync
