Add support for Observability and Metrics

Feature Request

IdentityHub should be fully traceable and capable of emitting monitoring information.

Keeping in line with EDC core architectures, we should add support for OpenTelemetry spans and tracecontexts as well as emitting certain
Events.

• write a decision record outlining the technical concept, which events are emitted, traceable actions, etc.
• implementation of OpenTelemetry trace contexts
• implementation of various events
