Only upload when connected to a certain SSID or VPN

While I'm already making suggestions, here's another one: I'd like to only try to upload my tracks when I'm connected to a certain SSID, or, if possible, to a certain VPN. My backend is not public, so it's pointless to try to upload from just any wifi.
