Image embeds can cause chat notifications to push off the top of the screen

I mean, this was probably technically a problem with any message. But uploaded images seem to be an easy way to trigger it.

The easiest immediate fix here is probably to limit the maximum height of notification bodies, and make them scroll on overflow, so no single notification can be so tall the dismiss box is off the top of a reasonably-tall screen.

More broadly, we might want to consider some other options around notifications. One of the things that makes notifications particularly annoying after an overnight where people said a bunch of your dingwords a bunch of times is that the X button to close each notification is in a different place, because we've anchored them to the bottom right (rising) instead of the top right (descending) of the page, which means you can't just churn through a ton of notifications by clicking the same spot a bunch of times -- you have to mouse over to the X target each time, which takes longer. We did that (anchored to bottom) because having them at the top right frequently covered the "Add Puzzle" button on the puzzle list page, which made it annoying for operators to add new puzzles to the hunt, but we might want to think about designs and space usage more holistically.

One thing that I thought was neat from (I think) Palindrome was an "Add puzzle here" button inside each RelatedPuzzleGroup section on the puzzle list page, which also has the effect of implying a set of structural tags to prepopulate, which could reduce manual tag labor and error rate. I could imagine that might relieve some of the pressure on the Add Puzzle button on the right, which might mean we'd be willing to put notifications back at the top again (which means the X button would never be off the top of the screen).
