cscli doesn't detect bouncer if .NET version 6.0.3 , ok if .NET version 6.0.29

sometimes cscli bouncer list doesn't list the bouncer (or perhaps not patient enough to detect it)
not found yet root cause, fixed with bouncer re-install , mutiple service restart, reinstall .NET ...
