Update table control to automatically handle scrollbars

Scrollbars shouldn't be manually configured by users. They should automatically appear when applicable. If the table data goes off the side of the control, then the horizontal scrollbar should appear, same for the vertical.

The SurfaceViewer may have some logic in this to help.
