Update is_plasmid to match SEP 055 #72

The is_plasmid function in sbol_utilities.helper_functions is currently something of a kludge.
Update it so that it follows the recommendations in https://github.com/SynBioDex/SEPs/blob/master/sep_055.md

Note that this may be slow until SynBioDex/tyto#32 is resolved
