Adapt entity filters for user/draft condition filter

Use case

In worfklows, we need to ensure that only some specific group of users, some specific users or organizations can transition from Status A to Status B, to modelize for instance an Approval Or Rejection.

Proposed Solution

• Ability to define, at transition level, who can transition.
• Ability to define this restriction only for Entreprise Edition. (to validate with Nino)
