Embargo system is not releasing records

This was discovered in #1447. See the embargoes defined for St Gregory in Seaton, Devon. These were created in 2021 for a period of 100 years, which should mean that records from 1921-2021 were embargoed. Now that it is 2025, we should see that records from 1921-1924 have been released, but the listing shows that they are still under the embargo.

Testing this will be hampered by the fact that will have to wait until the next calendar year to check whether records have been released.

See MyopicVicar #2528 which says that there is supposed to be automatic overnight reprocessing of files to capture embargoed records, but sometimes that doesn't work, so the Reprocess Batch button was added for Coordinators to use. Also see lib/reprocess_batches_for_a_county.rake which reproccess embargo rules via the method update_create_search_record within search_record.rb
