Syndicates and counties should be connected to named people #1570
Description
This is related to #1558, which was to create a convenient list of county and syndicate coordinators and their email addresses. That case revealed that we have some counties/syndicates that are not connected with actual people, but with names like "SOMCoord" and "Team Wales" and "REGScotland", which is not useful to someone who is consulting the list to try to learn the name of the person who is in charge. But the motivation for using names such as "REGScotland" was that it would make it easier to handle the situation when one coordinator is replaced by a new one. So we need a way of accommodating both needs.
