- Military support of Baathist Syria (explicit, with Armed Forces; until 2024) and various African militias (covert, with PMC Wagner).
- Indefinite rule of Putin and United Russia party since 1999.
- Support of dictatorships, both outside (North Korea, Venezuela, Belarus) and inside Russia (Chechnia).
- Oppression of residents, be it citizens (both loyal and dissident), misplaced (voluntarily or not) Ukrainians, and foreigners. The latter might be imprisoned for the sake of exchanging them for Russian spies caught in Europe and US (Krasikov and Bout are among recentmost).
- and various other crimes (against humanity too)
Belarus
- Indefinite rule of Lukashenka since 1994, involving electoral fraud and violent suppression of dissidents.
- Military support of Russian 2022 invasion of Ukraine.
- Active capital punishment, prisoners (especially political ones) are often kept incommunicado for months and years.
Not that it would be possible to forbid this license to them (their courts officially don't give a damn about foreign court verdicts), but still.
