Reshape the TODO around the post-cutover backlog

Add the newsletter pass and the PR #12 hero-parallax decision, note the
untracked Systemic Risks previews awaiting a wire-or-delete call, and
retitle the recovered backlog to Deferred with the anti-LLM pass
blocked on owner guidance.
