PA01 - USB SD connection disables audio mute setting

Current Behavior

After flashing the PA01 module to ELRS there is a noticeable audio hiss when no audio is played.
This required the 'Mute if no sound' setting to be turned on.

When the USB is connected in SD mode the audio mute is disabled and the hiss can be heard.
Disconnecting the USB does not restore the audio mute.
Audio mute will not work until the radio is powered off and back on.

Expected Behavior

Audio mute should continue to work when USB SD mode is selected and after it is disconnected.

Steps To Reproduce

• Flash internal module to ELRS and restart radio
• Set 'Mute if no sound' on to cancel audio hiss
• Conect USB in SD mode

Upon selection of USB Storage option - it is immediate/does not require disconnect.

Audio mute will not work until the radio is powered off and back on.

Toggling it off and on does not have any effect either.

• 2.12 onwards specific... you can hear 2.11.4 blip the audio for a moment before muting again. Also, the mute option works properly when toggling it after disconnecting USB - you just need to play a sound to see if it mutes afterwards or not.
