30-min mismatch between datm input forcing and ELM output even when 'offset' was set as zero #8313

Description

@jiamenglai

I am running a single-site simulation using ELM-FATES, with 1-hour datm forcing. I have checked the 'datm.streams.txt.CLM1PT.ELM_USRDAT', the offset was set as 0. However, when I plot the output meteorological variables against input forcing data, there is a half-hour time lag.

Here, the output is from the model h0 file, with the timestamp as the middle of the 'time_bounds' variable; the ERA input is the input .nc file that model reads, and the timestamp is the 'time' variable from the .nc file. I have no clue how the 30-min mismatch is induced. Can anyone help with this?
