Describe the bug

The announcement for night shift lighting triggers like normal, but the lights do not dim, and the sound effects for the dimming and brightening do not play.

What did you expect?

I expected lights to dim and brighten depending on the night shift.

Reproducible steps

1. Load a debug server
2. Admin -> Secrets -> Set night shift mode
3. Lights don't change.
