Fetch ip address of ib device from hyperv kvp daemon

mac address and ip address of ib device are managed by azure. We don't need additional input for ib ip ranges from user.
Could we use https://github.com/Azure/azure-ipoib-ipam-cni ipam plugin instead?

It is a replacement for whereabount cni plugin. It works well in conjunction with network-operator. The only thing customer need is to install it into /opt/cni/bin/ in each node.
