There are scenarios where is desirable that when a filter is applied to a layer, the same is also automatically applied to another one. I'll make one example, but I can give more if necessary.
Take a layer that represents GPS locations from many GPS devices each with its own ID, and a layer with the tracks of each GPS device, also recognized with the same ID.
If the user wants to see only the data of a specific ID device it must set the same filter on 2 separate layers, a "cascading" mechanism would allow for a much better UX.
